| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

The parking scheme for three vehicles on the site, clear of the highway, as shown on drawing number CBC/003 shall be provided. These parking areas shall be surfaced in a stable and durable material and arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system. The above scheme shall be fully implemented before the development is first occupied or brought into use, and thereafter retained for this purpose.
Reason: To minimise the potential for on-street parking, ensure satisfactory parking of vehicles outside highway limits, and to avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety, reduce the risk of flooding and to minimise inconvenience to users of the premises and road users. Before the highways access for the proposed front parking scheme, hereby permitted, is first brought into use, a triangular vision splay shall be provided on each side of the new access drive and shall be 2.8m measured along the back edge of the highway from the centre line of the anticipated vehicle path to a point 2.0m measured from the back edge of the highway into the site along the centre line of the anticipated vehicle path. The vision splay so described and on land under the applicant's control shall be maintained in perpetuity free of any obstruction to visibility exceeding a height of 600mm above the adjoining foot way level.
Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it. (Policy T10, SBLPR, Policies T2 & T3, Emerging Central Bedfordshire Local Plan 2015-2035 and Section 4, NPPF) |

The first floor window in the north-eastern side elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the room in which the window is installed. No further windows or other openings shall be formed in the first floor north-eastern side elevation.

All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.
Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality. (Policies BE8 & H8, SBLPR, Policy HQ1 of the emerging Central Bedfordshire Local Plan 2015-2035 and Section 7, NPPF) |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers CBC/001, CBC/002, CBC/003, Page 1 of 5, Page, 2 of 5, Page 3 of 5, Page 4 of 5 and Page 5 of 5.
Reason: To identify the approved plans and to avoid doubt. |
