Conditions or Reasons for Planning Application - CB/17/05541/OUT
Conditions or Reasons:
1) The proposed development is within the open countryside outside of the settlement envelope for Cranfield; the scale and form of the proposed development would cause significant harm to the character and appearance of the area and the landscape character of the area as a whole and result in an unacceptable development outside the settlement envelope of Cranfield in a predominantly rural location. The identified harm would significantly and demonstrably outweigh the benefits. Accordingly, the development would conflict with Policies DM3, DM4, DM14, CS1, and CS16 of the Central Bedfordshire Core Strategy and Development Management Policies (North) (2009), the Central Bedfordshire Design Guide (2014) and the National Planning Policy Framework (2012).
2) The site is remote from the settlement of Cranfield and does not benefit from access to the necessary services and facilities to support the development. The proposal would effectively create a standalone residential development which would necessitate car journeys to access services and facilities. It is considered that the proposal would result in an unsustainable form of development. The adverse impacts would significantly outweigh the benefits of the proposal, as such the proposal would be contrary to paragraph 7 of the National Planning Policy Framework (2012)
3) The impact of this development and the cumulative impact of the development with existing planned and unplanned development already consented within Cranfield would result in an unreasonable demand on existing infrastructure within Cranfield, which would result in the development being unsustainable. The adverse impacts of the development would significantly and demonstrably outweigh the benefits, as such the proposal would be in conflict with Policies DM3, DM4, CS1, CS3 of the Central Bedfordshire Core Strategy and Development Management Policies (North) (2009), the Central Bedfordshire Design Guide (2014) and the National Planning Policy Framework (2012).
4) In the absence of a completed legal agreement required to mitigate the impacts of the development on local infrastructure, the proposal would not constitute sustainable development and would be contrary to Policies CS2 and CS7 of the Central Bedfordshire Core Strategy and Development Management Policies (North) (2009) and the National Planning Policy Framework (2012).
