Conditions or Reasons:
1) The site is located in the South Bedfordshire Green Belt, outside the infill boundary for Aspley Heath. The proposed development by virtue of scale, site coverage and excessive bulk would not represent 'limited in-filling' within a village as it is not 'small scale' and fails to reflect the prevailing character and urban grain of this part of Aspley Guise. The proposed development would be, because of its excessive bulk, height and scale, materially more harmful to the openness of the Green Belt than the existing use as garden land and as such constitutes an undesirable, backland form of development. Further, by the significant urbanisation of the application site, the development would require the removal of protected trees which would have a significant impact upon the characteristic of this part of Aspley Guise which lies in the conservation area. No Very Special Circumstances' have been put forward which would outweigh the harm by reason of inappropriateness or any other harm caused to the visual amenity and openness of the Green Belt. As such the proposal is considered to represent inappropriate development and would therefore be harmful to the Green Belt by definition. The proposal is thus contrary to Section 9 of the National Planning Policy Framework and policy DM6 of the Central Bedfordshire Core Strategy and Development Management Policies (North).
2) The proposal, if permitted would result in an access which has inadequate driver / driver intervisibility and will lead to condition of danger to all highway users. (NPPF Section 4)
