Conditions or Reasons for Planning Application - CB/18/00994/FULL
Conditions or Reasons:
1) The proposal constitutes an unacceptable intrusion of development into the open countryside in an unsustainable location and by virtue of encroaching residential form into an open countryside setting would have a detrimental impact upon the rural character of the area. The urbanisation of this site would fail to appropriately relate to its setting, would not respect local context and would significantly harm the visual interests of its surroundings. As such the development would conflict with the objectives of the National Planning Policy Framework (2012) and policies DM3 (High Quality Development) and DM4 (Development Within and Beyond Settlement Envelopes) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
2) The proposed development site is located within an extensively wooded area which has a large number of trees many of which are protected by Tree Preservation Order. The applicant has failed to demonstrate that the proposal will not have a negative and irreversible impact on the protected trees at the site as no Arboricultural Impact Assessment (AIA) and Method Statement has been submitted in relation to the required tree information. As such the proposal would be contrary to Policies DM3 and DM14 of the adopted Central Bedfordshire Core Strategy and Development Management Policies Development Plan Document 2009 and Section 11 of the NPPF.
3) The proposed development if permitted would result in the intensification of use of a substandard access which makes no provision for adequate driver/driver intervisibility and will lead to conditions of danger and inconvenience to users of the highway and the property. As such the proposal would be contrary to Policy DM3 of the adopted Central Bedfordshire Core Strategy and Development Management Policies Development Plan Document 2009.
