Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than those listed in paragraphs 89 and 90 of the National Planning Policy Framework. The change of use of the site, the proposed alterations to the building, together with the associated parking and domestic paraphernalia associated with a residential use fails to preserve the openness of the Green Belt and is in conflict with the purpose of including land in Green Belt. No very Special Circumstances have been established to outweigh the harm.
2) By virtue of its location and its remoteness from existing services and facilities and, in particular, from existing infrastructure in the area, the proposal is contrary to the settlement strategy of the Council and represents, when social, economic and environmental dimensions are also considered collectively, an unsustainable form of development. As such, the proposal is contrary to Policies CS1 and DM4 of the Core Strategy and Development Management Policies - North 2009 and paragraphs 18 219 (taken as a whole) of the Framework.
