The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than the specified purposes listed in paragraphs 145 and 146 of the National Planning Policy Framework. The proposed development is not included within these specified purposes and thus constitutes inappropriate development within the Green Belt. The proposed building, by reason of its bulk, mass and location would also have a significant detrimental impact on the openness of the Green Belt. No very special circumstances have been established in this case and thus the proposal is in conflict with Section 13 of the National Planning Policy Framework and policy SP4 of the emerging Local Plan 2015-2035 and the Central Bedfordshire Design Guide. |

The proposed development would, because of its scale, bulk, mass and siting, appear dominant, obtrusive and overbearing and as a result it would be out of character with the application site and its surroundings and thus would be harmful to the visual amenities of the area. The proposal is therefore contrary to the principles of good design as set out within Section 12 of the National Planning Policy Framework, policies in the Core Strategy and Development Management Policies Document dated 2009, policy HQ1 of the submission version of the Local Plan 2015-2035 and the Central Bedfordshire Design Guide. |

The proposed development would, because of its scale, bulk, mass and siting, result in less than substantial harm to the setting of the Grade II Listed Westoning Manner. The proposal would have no public benefits. The proposal is therefore contrary to Section 16 of the National Planning Policy Framework, policies in the Core Strategy and Development Management Policies Document dated 2009, policy HQ1 of the submission version of the Local Plan 2015-2035 and the Central Bedfordshire Design Guide. |
