Conditions or Reasons:
1) The construction of hardstanding enclosed by a raised retaining wall, by reason of its size, scale, unsympathetic appearance and prominent siting within the streetscene causes harm to the character and appearance of the area, the conservation area and the setting of a Grade II listed building, contrary to Policies DM3 and DM13 of the Core Strategy and Development Management Policies (2009) and Sections 7 and 12 of the NPPF.
