Conditions or Reasons for Planning Application - CB/18/01500/VOC
Conditions or Reasons:
1) All materials to be used for the external walls and roofs of the development hereby approved, including rainwater goods shall be in accordance with the details approved pursuant to Condition 2 of planning permission 17/02649/VOC.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality, in accordance with policy DM3 of the Core Strategy and Development Management Policies (2009).
2) The hard and soft landscaping scheme approved pursuant to Condition 3 of planning permission 17/02649/VOC shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season. The development shall thereafter be carried out in accordance with the approved details.

Reason: To protect the character and appearance of the area and ensure appropriate landscaping of the site is implemented in a timely manner in accordance with policy DM3 of the Core Strategy and Development Management Policies (2009).
3) No dwelling hereby permitted shall be first occupied until the boundary treatment detailed on drawing DDP 53 1C.has been fully implemented and shall thereafter be retained.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality.

4) The final ground and slab levels of the buildings hereby approved shall be in accordance with the detail shown on drawing DDP 53 1C.

Reason: To protect the character and appearance of the area in accordance with policy DM3 of the Core Strategy and Development Management Policies (2009).
5) No dwelling hereby approved shall be first occupied until all on site vehicular areas including turning areas, on plot parking and visitor car parking areas are constructed and surfaced in a stable and durable manner in full accordance with drawing number:DDP 53 1C and arrangements have been made for drainage of surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: In the interests of highway safety in accordance with Policy DM3 of the Core Strategy and Development Management Policies Document.
6) The protective fencing approved pursuant to Condition 7 of planning permission 17/02649/VOC. shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Nothing shall be stored or placed in any area fenced in accordance with this condition and the ground levels within those areas shall not be altered, nor shall any excavation be made.

Reason: In the interest of tree protection and to protect the character and appearance of the area and the setting of the listed building in accordance with Policy DM3 of the Core Strategy and Development Management Policies Document.
7) All construction activities shall be implemented in accordance with the Construction Environmental Management Plan approved pursuant to Condition 8 of planning permission 17/02649/VOC.

Reason: Details are required prior to the commencement of development to protect features of recognised nature conservation importance (Section 11, NPPF).
8) No dwelling hereby permitted shall be first occupied until the scheme for the installation of bird boxes, bird bricks, bat boxes, habitat bat boxes and/or bat tubes shall be in accordance with the details approved pursuant to Condition 9 of planning permission 17/02649/VOC. has been implemented in full accordance with the approved scheme.

Reason: To provide a net gain in biodiversity in accordance with the National Planning Policy Framework and Policy DM15 of the Core Strategy and Development Management Policies (2009).
9) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the garage accommodation on the site shall not be used for any purpose, other than as garage accommodation, unless permission has been granted by the Local Planning Authority on an application made for that purpose.
To protect the character and appearance of the area and in the interest of highway safety in accordance with Policy DM3 of the Core Strategy and Development Management Policies Document.
10) The first floor windows in the southern side elevation of plot 3 hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed.

Reason: To safeguard the privacy of occupiers of adjoining properties, in accordance with Policy DM3 of the Core Strategy and Development Management Policies (2009).
11) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers DDP 027, DDP 53 1C.

Reason: To identify the approved plans and to avoid doubt.
