Conditions or Reasons:
1) The proposed change of use of land to garden land together with the outbuilding, by reason of the site's prominent location on Village Road, scale and appearance of the outbuilding, and size of the application site not being limited and disproportionately large in relation to the garden area of the existing dwellinghouse at no. 21, will result in an unacceptable incursion into the open countryside and harmful impact on the character and grain of the open landscape in this part of Village Road, contrary to policies DM3, DM4 and CS16 of the adopted Core Strategy and Development Management Policies (2009) and Sections 12 and 15 of the NPPF (2018).
