Conditions or Reasons:
1) The applicant has failed to demonstrate that the change of use can achieve an acceptable level of amenity for occupiers in relation to addressing satisfactory noise impact and the Council is therefore unable to determine whether future occupiers would experience unacceptable impact from noise emitting from adjacent commercial premises/road/rail and air handling plant etc. As such prior approval is refused for the proposal as it would be contrary to the advice within the National Planning Policy Framework and policies BE8 & H2 of the South Bedfordshire Local Plan Review, policies HQ1 & SP7 of the Central Bedfordshire Submission Local Plan.
