Conditions or Reasons for Planning Application - CB/18/01940/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) No development shall take place until a Construction Traffic Management Plan (CTMP) has been submitted to and approved in writing by the Local Planning Authority. The CTMP shall include proposals for:

* construction worker parking
* on-site storage during the construction period
* wheelwashing facilities
* Traffic management and temporary signage requirements on the public highway.

The CTMP shall be implemented in accordance with the approved details for the duration of the construction period.

Reason: A pre commencement condition is required in order to minimise danger, obstruction and inconvenience to users of the highway and the site.
4) No development shall take place until details of the method of disposal of foul and / or surface water drainage have been submitted to and agreed in writing by the Local Planning Authority, including any land drainage system. Thereafter no part of the development shall be occupied or brought into use until the approved drainage scheme has been implemented.

Reason: A pre commencement condition is required to ensure that adequate foul and surface water drainage is provided and that existing and future land drainage needs are protected.

5) Before the building is first brought into use, a Travel Plan shall be prepared, submitted to and approved by the Local Planning Authority. The plan shall contain details of:

plans for the establishment of a working group involving the School, parents and representatives of the local community
pupil travel patterns and barriers to sustainable travel
measures to encourage and promote sustainable travel and transport for journeys to and from school
an action plan detailing targets
a timetable for implementing appropriate measures and plans for annual monitoring and review
measures to manage the car parking on site
All measures agreed therein shall be undertaken in accordance with the approved Plan.

Reason: In the interests of highway safety, to reduce congestion and to promote the use of sustainable modes of transport. Section 4 NPPF.
6) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers PL01A, PL03A, PL05A.

Reason: To identify the approved plan/s and to avoid doubt.
