Conditions or Reasons for Planning Application - CB/18/02211/VOC
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall take place, notwithstanding the details submitted with the application, until details of the materials to be used for the external walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

3) No development shall take place until a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.

4) Prior to development (including demolition) all tree work undertaken to facilitate development shall be carried out in strict accordance with Section 9.6 "Work Required" of the Arboricultural Method Statement, which forms Section 9 of the supporting document "Arboricultural Implications Assessment and Method Statement", dated 16th January 2018 (Report Ref. 3258.AspleyGuise.MHA.AIA), as prepared by Andrew Belson Arboricultural Consultant.

REASON
To ensure that only the tree work stipulated in the application is carried out, and does not extend beyond that required to facilitate development, in order to reduce any adverse impact on visual amenity.
5) Prior to development (including demolition) all tree protection barriers shall be erected and positioned in strict accordance with Section 9.7 "Barriers" of the Arboricultural Method Statement, which forms Section 9 of the supporting document "Arboricultural Implications Assessment and Method Statement", dated 16th January 2018 (Report Ref 3258.AspleyGuise.MHA.AIA), Appendix C "Tree Protection Plan" (Ref. 3258.AspleyGuise.MHA.TPP) and Appendix D "Barrier Illustrations" as prepared by Andrew Belson Arboricultural Consultant. Following completion of demolition, the barrier fencing shall then be moved as stipulated in Section 9.9 "Secondary Protection Phase", and all barrier fencing shall then remain securely in position throughout the entire course of development thereafter.

REASON:
To ensure that a satisfactory standard of tree protection is maintained throughout the course of demolition and development, in the interests of maintaining the health, stability and amenity value of retained trees.
6) Throughout the entire course of demolition and development, all working practices must conform to the requirements stipulated in the Arboricultural Method Statement, which forms Section 9 of the supporting document "Arboricultural Implications Assessment and Method Statement", dated 16th January 2018 (Report Ref 3258.AspleyGuise.MHA.AIA), to specifically include site supervision and monitoring where required (Section 9.3) and demolition practices and procedures (Section 9.8).

REASON:
To ensure that good working practices are adopted and maintained throughout the entire course of demolition and development activity, in order to prevent damage to trees from demolition and construction works, in the interests of maintaining tree health, stability and amenity value.
7) The first floor windows in the south facing side elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed. No further windows or other openings shall be formed in the south facing side elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties

8) Notwithstanding the provisions of Part 1, Class A of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no extensions to the building(s) hereby permitted shall be carried out without the grant of further specific planning permission from the Local Planning Authority.

Reason: To control the external appearance of the building/s in the interests of the amenities of the area.

9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 2017/906/07, 2017/906/07A & 2017/906/11.

Reason: To identify the approved plans and to avoid doubt.
