Conditions or Reasons for Planning Application - CB/18/02228/FULL
Conditions or Reasons:
1) The site is outside of any recognised Settlement Envelope and is within the open countryside. As the Council can demonstrate a five year supply of Gypsy and Traveller Pitches, there is no need for the proposed development. Due to its scale and siting, the proposal would form unsustainable development and would be inappropriate and unacceptable in principle. The development would be divorced from public transport and would be dependent upon car-borne transport. No material planning considerations have been put forward or identified that would overcome this conflict with the objectives of the National Planning Policy Framework (2018), the Planning Policy for Traveller Sites (2015) and Policies CS1 and DM4 of the adopted Local Plan (Central Bedfordshire Core Strategy and Development Management Policies 2009).
2) The scale of the proposed development having regard to the prominent siting immediately adjoining the settlement would dominate the existing settled community, presenting harm to the rural character of the area as a result. The proposed development would therefore conflict with the objectives of the National Planning Policy Framework (2018), the Planning Policy for Traveller Sites (2015) and Policy DM3 of the adopted Local Plan (Central Bedfordshire Core Strategy and Development Management Policies 2009).
