Conditions or Reasons for Planning Application - CB/18/02539/FULL
Conditions or Reasons:
1) The application site is too restricted in plot size for the proposed development which would appear cramped in relation to adjoining buildings and out of character with the surrounding area. This would also result in all waste bins being allocated to the frontage of the host dwelling No.2 Park Street which would not demonstrate high quality design or enhance the character and appearance of the area or streetscene. The proposal is therefore contrary to the principles of good design set out in Policy BE8 of the South Bedfordshire Local Plan Review.
2) The proposed development due to the established building lines could not adequately provide parking provision that would not have an adverse impact on the quality of the design of the development or charcater and appearance of the area, as it would result in a heavily car dominant frontage consisting of hardstanding and therefore, inadequate provision for the on-site parking of vehicles due to the plot size and character of the streetscene is likely to lead to an increase in on-street parking resulting in traffic congestion and additional hazards for highway users. The proposal is therefore contrary to Policies BE8 & T10 of the South Bedfordshire Local Plan Review, policies HQ1 & T3 of the submission Local Plan 2015-2035 and the Central Bedfordshire Design Guide.
3) The proposed two storey rear wing element to the development would, because of its size and blank flank east side wall to the first floor, would appear unduly overbearing and bulky resulting in an unacceptable loss of light and overshadowing of the adjoining property No.2 Park Street. The proposal is therefore contrary to the principles of good design as set out in national guidance within Planning Policy Statement 1, 'Delivering Sustainable Development', Policies BE8 and H8 of the South Bedfordshire Local Plan Review and policy HQ1 of the submission Local Plan 2015-2035 and the Central Bedfordshire Design Guide.
