| Conditions or Reasons: | | 1)
The proposed development, by virtue of encroaching residential form into an open countryside setting in a visually prominent location, would result in an abrupt and harmful transition between the settlement and the surrounding countryside. The urbanisation of this site would fail to appropriately relate to its setting, would not respect local context and would significantly harm the character of the settlement and the visual interests of its surroundings including the Cranfield to Stagsden Clay Farmland Landscape Character Area. Accordingly, and given the proposal would be located outside of the adjacent settlement envelope, the proposal contravenes Policies DM3, DM4 and CS14 of the Core Strategy and Development Management Policies 2009 and fails to comply with the provisions of the National Planning Policy Framework 2018 when assessed as a whole. |

In the absence of a completed legal agreement securing the provision of affordable housing and financial contributions required to mitigate the impacts of the development on local infrastructure, the proposal would not constitute sustainable development and would be contrary to Policies CS2 and CS7 of the Central Bedfordshire Core Strategy and Development Management Policies (North) (2009) and the National Planning Policy Framework (2018). |

Existing vegetation at the site, surrounding vegetation and the open, undeveloped, nature of the site itself may provide habitat for fauna. Accordingly, it is considered that the site has considerable potential to support an array of wildlife, including protected species. An Ecological Assessment has not been submitted. As such, insufficient information has been submitted to establish whether the proposal would harm protected species and an assessment against Policy CS18 of the Core Strategy and Development Management Policies 2009 and Section 15 of the Framework cannot be performed. |

The proposal may result in considerable numbers of vehicular movements to and from the site. A Transport Assessment has not been submitted with this application. Accordingly, insufficient information has been submitted to establish whether or not the proposal would result in significant impacts on the transport network (in terms of capacity and congestion), or on highway safety. As such, an assessment against Policy DM3 of the Core Strategy and Development Management Policies 2009 and Section 9 of the Framework cannot be performed. |

The site has the potential to include heritage assets with archaeological interest. Insufficient information has been provided with this application to establish whether or not the proposed development would result in harm to these features. Accordingly, the applicant has failed to meet the provisions of paragraph 189 of the National Planning Policy Framework. |
