Conditions or Reasons:
1) The proposed change of use is not considered to fall within the scope of permitted development under Class Q, Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended), in that it fails the following test:

Paragraph Q.1(a) - as the use of the stables was not considered to be in agricultural use on 20th March 2013 or when last in use.

As such, full planning permission is required.
