| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

Prior to development all tree removal and access facilitation pruning shall be carried out in strict accordance with the "Tree Survey Schedule", revised 19-11-2018, and the "Tree Survey and Protection Plan" (Drawing No. TSP DD 02 Rev B). All tree work shall conform to the requirements of BS 3998 ; 2010 "Tree Work Recommendations", and be carried out by qualified arborists.
REASON : To ensure that only the required tree work needed to facilitate development and access shall be undertaken, avoiding all unnecessary or inappropriate tree work, and that the standard of workmanship conforms with good arboricultural practice.
This pre-commencement condition has been agreed with the applicant as it is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works. |

Prior to development construction work access, all tree protection fencing, ground protection and "No-Dig" construction areas shall be installed in strict compliance with Section 7 "Arboricultural Method Statement" of the "Tree Report, Arboricultural Impact Assessment" (Ref CAT PDS 0161-30.11.2017 - dated 15th November 2018), and the "Tree Survey and Protection Plan" (Drawing No. TSP DD 02 Rev B). The tree protection fencing shall then remain securely in position throughout the entire course of construction works.
REASON: To ensure a satisfactory standard of tree protection of retained trees, in order to maintain their health, stability, screening and amenity value.
This pre-commencement condition has been agreed with the applicant as it is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works. |

Both prior to and throughout the course of development, all sequence of work operations, routing of services and arboricultural supervision shall be carried out in strict accordance with Section 7 "Arboricultural Method Statement" of the "Tree Report, Arboricultural Impact Assessment" (Ref CAT PDS 0161-30.11.2017 - dated 15th November 2018).
REASON: To ensure that all construction operations and working procedures, which may impact on tree health, stability, screening and amenity value, are avoided.
This pre-commencement condition has been agreed with the applicant as it is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works. |

Prior to occupation a landscaping scheme (to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme) shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.
Reason: To ensure an acceptable standard of landscaping. (Sections 12 & 15, NPPF) |

Notwithstanding the details shown, no building shall be occupied until the widened junction of the proposed vehicular access with the highway and any required retaining wall has been constructed in accordance with the approved details.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |

The access shall have a minimum width of 4.7m, (4.1m with 0.3m clearance either side) for a distance of 8.0m into the site measured from the nearside kerbline
Reason: In the interest of road safety and for the avoidance of doubt. |

Visibility splays shall be provided at the junction of the access with the public highway before the development is brought into use. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the proposed access from its junction with the channel of the public highway and 46.0m to the south and 42.0m to the north measured from the centre line of the proposed access along the line of the channel of the public highway. The required vision splays shall for the perpetuity of the development remain free of any obstruction to visibility.
Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it. |
9)
The widened vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) as may be approved in writing by the Local Planning Authority for a distance of 5.0m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. |
10)
Any gates provided shall open away from the highway and be set back a distance of at least 8.0m from the nearside edge of the carriageway of the adjoining highway. The gates shall remain free from obstruction of use of the on site turning area to vehicles using the site
Reason To enable vehicles to draw off the highway before the gates are opened and vehicles to turn and leave in forward gear |
11)
A refuse collection point located at the site frontage and outside of the public highway and any visibility splays shall be fully implemented prior to occupation of any dwelling and shall be retained thereafter.
Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |
12)
A habitat management plan shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. The plan shall include: description and evaluation of the features to be managed; ecological trends and constraints on site that may affect management; aims and objectives of management; appropriate management options for achieving the aims and objectives; prescriptions for managements options; preparation of a work schedule (including a 5 year project register, an annual work plan and the means by which the plan will be rolled forward annually); personnel responsible for the implementation of the plan; monitoring and remedial/contingency measures triggered by monitoring All works shall be carried out in accordance with the approved details. The works shall be undertaken in accordance with a time scale previously agreed in writing by the Local Planning Authority.
Reason: To ensure existing or new habitats affected by development are managed effectively over an established period. (Section 15, NPPF) |
13)
No work shall commence on the external finishes of the dwellings hereby approved until details of the materials be used for the external walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.
Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 12, NPPF) |
14)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 4216-L8R; 4216-L8Q; 4216-L5D; 4216-P4; 4216-L6C; 4216-P5B; 4216-L1C; 4216-L4A; 4216-P7A
Reason: To identify the approved plan/s and to avoid doubt. |
