Conditions or Reasons for Planning Application - CB/18/03639/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Prior to the first occupation of the development, hereby approved, a flood evacuation plan shall be submitted to the Local Planning Authority for approval in writing. The development shall be constructed in acordance with the flood evacuation plan.

Reason:
To protect the amenity and safety of future residents, in accordance with Policy DM3 of the adopted Local Plan, Policy HQ1 of the emerging Local Plan and the NPPF.
3) Within three months of the planning permission details of the junction/crossover shall be submitted to the Local Planning Authority for approval in writing. The details shall be constructed within three months of the planning permission, and shall be retained thereafter in accordance with the approved details.

Reason:
In order to minimise danger, obstruction and inconvenience to users of the highway and the premises, in accordance with Policy DM3 of the adopted Local Plan, Policy HQ1 of the emerging Local Plan and the NPPF.
4) The development hereby permitted shall not increase the current rate or volume of discharge from the site to a receiving drainage system or to the environment, unless otherwise agreed by the Local Planning Authority. The scheme shall be designed to manage up to and including the 1 in 100 event + 40% allowance for climate change, details of the final detailed design shall be provided to the LAP for approval prior to its implementation. The approved design shall be fully implemented and subsequently maintained by the land owner.

Reason: To ensure the approved system will function to a satisfactory minimum standard of operation and prevent the increased risk of flooding both on and off site for the lifetime of the development in accordance with paragraph 103 NPPF and the Non-statutory technical standards for sustainable drainage systems (DEFRAY, 2015); and to ensure that the implementation and long term operation of a sustainable drainage system is in line with what has been approved, in accordance with Written statement -
HCWS161.
5) No caravan located on the Site shall be occupied for residential purposes by persons other than Gypsies and Travellers, as defined by the Planning Policy for Traveller Sites 2015.

Reason: To ensure that the occupation of the residential caravans on the site is restricted to Gypsies and Travellers
6) No commercial activity shall take place on the Site, including the storage of materials.

Reason: In order to ensure that the development has no unacceptable adverse effect upon general or residential amenity having regard to the National Planning Policy
Framework and to the provisions of Policy DM3 of the Core Strategy and Development Management Policies (2009).
7) No more than 3 static caravans, and 3 tourers, shall be located on the Site and occupied for residential purposes. The caravans and tourers shall be situated in accordance with drawing no. BP-01-2018 within 3 months of this planning permission.

Reason: In recognition of the location of the site in the countryside and having regard to the provisions of the National Planning Policy Framework.
8) This consent relates only to the details shown on the submitted plans, numbers ??.

Reason: To identify the approved plan/s and to avoid doubt.
