Conditions or Reasons for Planning Application - CB/18/03663/FULL
Conditions or Reasons:
1) The proposed development results in the intensification in use of Wynchwood Lane by additional vehicular traffic whereby the development is unable to provide visibility splays for existing access points along Wynchwood Lane of 2.4m x 17m to see approaching vehicles and is unable to provide for driver/pedestrian intervisibility at the junction of Wynchwood Lane and Ampthill Road due to land being outside of the applicants control. In addition, insufficient information has been provided by the applicant to demonstrate that the highway safety/traffic impact implications of the development with regards to refuse collection vehicles exiting left out of Wynchwood Lane  would not cause an unacceptable impact on highway safety. The development is therefore a poor standard of design and layout and results in harm to highway and pedestrian safety. The development therefore conflicts with policy DM3 of the Core Strategy Development Management Policies 2009 and the Central Bedfordshire Design Guide 2014 and does not therefore represent a sustainable form of development, contrary to the National Planning Policy Framework.
