Conditions or Reasons:
1) The proposed garage would, because of its inappropriate siting and incongruous relationship with the Grade I listed Church of Saint Mary, fail to conserve or enhance the setting of the listed church in a manner that would be harmful to the historic character of the Listed Building and historic and functional relationship of the street scene with the Listed church. The level of harm to the significance of the Grade I Listed Building is not outweighed by public benefits to warrant the proposal. The proposal is therefore contrary to Section 16 of the National Planning Policy Framework, Policies DM13 and CS15 of the Central Bedfordshire Core Strategy and Development Management Policy Document dated 2009 and the Central Bedfordshire Design Guide.
