Conditions or Reasons for Planning Application - CB/18/04166/FULL
Conditions or Reasons:
1) The creation of an access involving the removal of a significant proportion of the bank along the lane, the removal of hedging and the creation of a hardstanding area within the site is out of keeping with and detrimental to the rural character and appearance of the road frontage and countryside setting. The proposed development therefore conficts with policies CS14 and DM3 of the Core Strategy and Development Management Planning Document 2009 and the National Planning Policy Framework.
2) The development has resulted in the creation of a substandard access which makes no provision for adequate driver/driver and driver/pedestrian intervisibility and will lead to conditions of danger and inconvenience to users of the highway and the property.
3) The development has resulted in the obstruction of the public highway, and removal of a retaining wall which will lessen its structural capability, which will create conditions of danger and inconvenience to users of the highway.
4) The proposal if permitted would lead to an increase in traffic movements from an access that is structurally unsound resulting in the erosion and breakdown of the adjacent cariageway, which will lead to conditions of danger and inconvenience to users of the highway.
