Conditions or Reasons for Planning Application - CB/18/04175/LB
Conditions or Reasons:
1) The proposal is considered to result in detrimental harm upon the Grade II listed building and the Woburn Conservation Area. Considering the historic value of the existing windows, the fundamentally different design of the proposed windows compared to the existing windows and the inclusion of double glazing would fail to maintain the architectural character and appearance of the Grade II listed building and the Woburn Conservation Area. As such, the proposed window replacement fails the core objectives and tests set out in paragraphs 194 (formerly paragraph 132) and paragraph 196 (formerly paragraph 134) of the NPPF, the 'Statutory Tests' set out as s.66(1) and s.72(1) of the 1990 Planning (Listed Buildings and Conservation Areas) Act, Core Strategy policies DM13 and CS15, and policies HQ1 and HE3 of the emerging Central Bedfordshire Local Plan.
