Conditions or Reasons for Planning Application - CB/18/04379/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.
(Section 12, NPPF)
3) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers DD/192.1A, DD/192.2C.

Reason: To identify the approved plan/s and to avoid doubt.
4) No development shall take place until a written scheme of archaeological investigation (WSI); that includes provision for post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved archaeological scheme.

Reason: This condition is pre-commencement as a failure to secure appropriate archaeological investigation in advance of development would be contrary to paragraph 199 of the National Planning Policy Framework (NPPF) that requires developers to record and advance of understanding of the significance of any heritage assets affected by development before they are lost (wholly or in part). (Chapter 16 of the NPPF.)
5) Prior to the commencement of development of the proposal, a soakaway percolation test shall be carried out in accordance with BRE Digest 365. Results of the test and any required remedy should be submitted to the Local Planning Authority for its approval and shall implemented accordingly thereafter.

Reason: In order for the proposed soakaway to discharge at the sufficient rate to avoid flooding. (NPPF Section 14).
