Conditions or Reasons:

1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

2) No development above the slab level shall take place, notwithstanding the details submitted with the application, until details of the materials to be used for the external walls and roof of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality and the historical significance of the Conservation Area.

3) No development shall take place until a scheme has been submitted to and approved in writing to the LPA containing details of:
the design, construction and maintenance of the surface water drainage arrangements to manage up to and including the 1 in 100year event (+40% for climate change);
the use of flood resilient and/or resilience measures in the design and construction of the works if necessary, to ensure the development is made safe from the risk of flooding over its lifetime;
and the development shall be carried out strictly in accordance with the approved scheme and the identified measures shall be maintained thereafter.

Reason: To reduce the risk of flooding to the proposed development and future occupants and to ensure flood risk to the site and any third party is acceptable for the lifetime of the development (See para 163 of the NPPF and its supporting technical guidance, and the DEFRA Non-statutory technical standards for sustainable drainage systems 2015).

4) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers DD-0096.

Reason: To identify the approved plan/s and to avoid doubt.
