Conditions or Reasons for Planning Application - CB/18/04708/FULL
Conditions or Reasons:
1) The proposal by virtue of its siting, scale, form and design results in a form of development which is out of keeping with and detrimental to the character, appearance and grain of development in the existing settlement. The proposal will result in harm to the setting of designated and non-designated heritage assets and the public benefits associated with the development does not outweigh the harm. The proposal therefore fails to preserve or enhance the special historic character of the site, surroundings and designated heritage assets. The development is therefore in conflict with the objectives of the National Planning Policy Framework (2018) and policies CS1, CS14, CS15, DM3, DM4 and DM13 of the Core Strategy for the North of Central Bedfordshire and the Central Bedfordshire Design Guide.
2) The proposal, if permitted would result in an intensification of use of an access which has inadequate driver / driver intervisibility and will lead to condition of danger to all highway users and to permit this proposal would increase vehicular usage of a substandard access which, by virtue of its restricted width, alignment and lack of vehicular turning facility would preclude convenient movement on the public highway to the detriment of public safety and convenience.
