Conditions or Reasons for Planning Application - CB/18/04796/FULL
Conditions or Reasons:
1) The proposal by virtue of its cramped nature, which is demonstrated by the poor quality living environment for future occupiers, lack of meaningful public amenity space provision, over-bearing built form, over-dominance of hardstanding in the form of large expanses of car parking, is considered to represent over-development of the site, which would result in a poor quality development. The proposed development would fail to achieve the high standard of design sought by local and national planning policies and would thereby conflict with the requirements of Policy BE8 of the South Bedfordshire Local Plan Review and the aims and objectives of the National Planning Policy Framework.
2) Notwithstanding the details contained in the Preliminary Ecological Appraisal, there is outstanding ecological information particularly in respect to protected species, and the treatment of existing habitats is poor with minimum opportunities for enhancement demonstrated. The proposals are therefore contrary to Section 15 of the NPPF (February, 2019).
3) In the absence of a completed legal agreement securing financial contributions, the development would have an unmitigated and unacceptable impact on existing local infrastructure. The development would be contrary to the objectives of the National Planning Policy Framework (2019).
4) The proposed development fails to meet local affordable housing needs. There is suitable evidence to justify that Vacant Building Credit is not applicable to the scheme and therefore the scheme should make provision for 30% affordable housing provision. The proposal is therefore contrary to the requirements of the National Planning Policy Framework.
5) The proposal if permitted would create an access road which due to its alignment and lack of lateral clearance/verge would create a hazard to those occupiers of and visitors to the proposed dwellings and would thereby conflict with the requirements of Section 9 of the National Planning Policy Framework.
