Conditions or Reasons for Planning Application - CB/19/00228/FULL
Conditions or Reasons:
1) The site lies within the South Bedfordshire Greenbelt. Due to the proposals disproportionate extension to the exisiting building which is significantly over the 60% threshold as set out in the Central Bedfordshire Design Guide (2014), it is considered that this increase would impact on the openness of the greenbelt and be contraty to Policy DM3 and DM6 within the Core Strategy and Development Managemnt Policies North (2009) and Paragraph 13 of the NPPF.
2) Due to the relationship of the proposed annexe with the host dwelling, and the siting of the existing garage outside of the residential curtilage of the host dwelling it is not considered that the proposal could be considered ancillart and therfore could not be considered an annexe. It is therefore considered that the proposal would be tantamount to a self contained dwelling within the Green Belt. A new dwelling would be considered inappropriate development within the Green Belt for which no very special circumstances have been provided to outweigh the harm to the Green Belt. In addition, the application has failed to demonstrate any private amenity space for the proposed developmentif it where to be conisdered a new dwelling nor appropriate parking provision to serve the exisiting and proposed development. The proposal is therefore contrary to Policy DM3 and DM4 of the Core Strategy and Development Management North 2009 and Section 13 of the NPPF (2019).
