Conditions or Reasons for Planning Application - CB/19/00253/FULL
Conditions or Reasons:
1) The proposal to erect 4 dwellings in an unsustainable location, outside of any recognised settlement envelope boundary within the open countryside, with a reliance on the private car for future occupiers of the units, would constitute an inappropriate and unacceptable residential development, resulting in an unsustainable development, contrary to policies CS1 and DM4 of the Core Strategy and Development Management Policies (2009) and the principles of sustinable development as outlined in the National Planning Policy Framework (2019).
2) The proposal would extend the existing residential built form of Lower Caldecote to the north and would not be inkeeping with the existing built form of Lower Caldecote. By virtue of the scale of the proposed development it would appear as visually intrusive and would result in harm to the character and appearance of the area. As such, given the scale and nature of the proposed development, and pattern of surrounding residential development, it is considered that the proposal would result in undue harm to the character and appearance of the area in conflict with policy DM3 of the Core Strategy and Chapter 12 of the NPPF.
3) The application contains insufficient information in regard to the impact of noise from the adjacent A1 on future occupiers / residents of the proposed development, as such the Local Authority has been unable to consider the impact on this development and any future mitigation measures which may be required.
