Conditions or Reasons for Planning Application - CB/19/00423/FULL
Conditions or Reasons:
1) The proposed development, by virtue of its large and excessive scale, height, bulk and prominant location,would result in development which would be unduly intrusive within the streetscene of Marquis Road and not inkeeping with the existing pattern of development. The development would cause harm to the character of the streetscene and the rural character and appearance of the area contrary to Policy CS14, CS15 and DM3 of the Core Strategy and Development Management Policies (2009), Section 12 of the NPPF, and would be further contrary to design principles outlined within the Central Bedfordshire Design Guide (2014).
2) The proposed development within the siting of a Grade II Listed Building would, by virtue of its siting, fail to respect the demonstrably historic and distinctive 'grain' of the buildings and the rural character of the area. It would be contrary to the core objectives in paragraph 192 of the NPPF, Policies DM3, CS15 of the Core Strategy and Development Management Policies for Central Bedfordshire North. The harm to the listed building would be considered less than substantial, however, in accordance with paragraph 196 of the NPPF, there is no public benefit from the development that would outweigh this identified harm. The proposal does not preserve the setting of the listed building and is therefore contrary to section 66 (1) of the Planning (Listed Buildings and Conservation Areas) Act.
