Conditions or Reasons for Planning Application - CB/19/00455/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Prior to development, full written and diagrammatic details of the special foundations to be used in the construction of the dwelling, which will be accompanied by an associated Arboricultural Method Statement, shall be submitted to the Local Planning Authority for approval. The foundation specification and detailing shall be designed by a qualified structural engineer, and incorporate a foundation type that shall be fit for purpose, but which shall also avoid the need for strip foundations, by minimising the need for excavation work. The approved special foundation details and Arboricultural Method Statement shall then be implemented in strict accordance with these documents in the course of development works.

REASON: To avoid causing root damage to the adjacent Hybrid Black Poplar trees, so as to prevent any adverse impact on their health and stability.

This pre-commencement condition has been agreed with the applicant as it is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
3) Before the development commences details of the parking scheme (see plan at the end of the decision) including the proposed alteration/partial removal of the boundary wall to the frontage of the existing property shall be submitted to and approved by the Local Planning Authority and implemented in accordance with the approved details.

Reason: To ensure provision for car parking clear of the public highway.

This pre-commencement condition has been agreed with the applicant as it is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
4) Before the development commences all on site vehicular areas to the frontage of the existing property, shall be surfaced in a stable and durable material in accordance with details to be approved in writing by the Local Planning Authority. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits

5) Before development begins, a scheme for the parking of cycles on the site shall be submitted to and approved in writing by the Local Planning Authority.  The scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.

Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.

This pre-commencement condition has been agreed with the applicant as it is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
6) Before the access serving the new development is first brought into use, a triangular vision splay shall be provided on the south western side of the access drive and shall be 2.8m measured along the back edge of the highway from the centre line of the anticipated vehicle path to a point 2.0m measured from the back edge of the footway into the site along the centre line of the anticipated vehicle path. The vision splay so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.
Reason: To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic which is likely to use it.
7) Details of a refuse collection point located outside of the public highway shall be submitted to and approved by the Local Planning Authority prior to the occupation of any dwelling. The scheme shall be fully implemented prior to occupation of any dwelling and shall be retained thereafter.

Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
8) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the surrounding dwellings.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match in with the existing dwellings in the interests of the visual amenities of the locality.

9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted Location plan and drawing nos:1TT/PA/P-2; 1TT/PA/P-1, 1TT/PA/BP,

Reason: To identify the approved plan/s and to avoid doubt.
