1) The supporting evidence provided by the applicant is unclear and ambiguous and fails to show, on the balance of probability, that the use of April Cottage, as shown on the submitted plan no.CBC-001, is a self-contained, independent dwelling,
that the use has occurred for a continuous period of 4 years or more and that the use is not incidental to the use of the existing dwellinghouse, Honeywicke Cottage.
