Conditions or Reasons for Planning Application - CB/19/00568/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No part of the development shall commence until a (a) scheme for highway improvements for road surface deformation on Northfield Road and (b) 2 formal passing places on Northfield Road (to the northwest of the development) have been provided in accordance with details of a scheme to be submitted to and approved by the Local Planning Authority. No part of the buildings shall be brought in to use until the road works have been completed to the written satisfaction of the Highway authority.

Reason: In the interests of road safety and vehicular movement.
3) Prior to any occupation a scheme for car parking and the secure and covered parking of cycles on the site shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.

Reason: To ensure the provision of adequate car and cycle parking to meet the needs of the business and staff in the interests of encouraging the use of sustainable modes of transport.
4) No development shall take place, including any works of demolition, until a Construction Traffic Management Plan, associated with the development of the site, has been submitted and approved in writing by the Local Planning Authority which will
include information on:

(A) The parking of construction vehicles
(B) Loading and unloading of plant and materials used in the development
(C) Storage of plant and materials used in the development
(D) Wheel washing facilities
(E) Traffic management needed during the development period.
(F) Times, routes and means of access and egress for construction traffic and
delivery vehicles.

The approved Construction Management Plan associated with the development of the
site shall be adhered to throughout the development process.

REASON: In the interests of safety, protecting the amenity of local land uses, neighbouring residents and highway safety.
5) No development shall take place (including any, ground works, site clearance) until a method statement for site construction and habitat creation has been submitted to and approved in writing by the local planning authority. The content of the method statement
shall include the:

a) purpose and objectives for the proposed works as informed by the December 2018
Preliminary Ecological Appraisal;
b) detailed design(s) and/or working method(s) necessary to achieve stated objectives
(including, where relevant, type and source of materials to be used);
c) extent and location of proposed works shown on appropriate scale maps and plans;
d) timetable for implementation, demonstrating that works are aligned with the
proposed phasing of construction;
e) persons responsible for implementing the works;
f) initial aftercare and long-term maintenance (where relevant);
g) disposal of any wastes arising from works.

The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter.

Reason: In the interests of biodiversity.
6) The buildings hereby approved shall not be brought into use until an Odour & Insect Control Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Odour & Insect Management Plan shall identify measures to control odour, flies& other insects emanating from the site, including ongoing monitoring arrangements and contingency actions. Site operations shall be conducted in accordance with the approved Odour & Insect Management Plan at all times.

Reason: In order to protect the amenity of nearby residents
6) The buildings hereby approved shall not be brought into use until an Odour & Insect Control Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Odour & Insect Management Plan shall identify measures to control odour, flies& other insects emanating from the site, including ongoing monitoring arrangements and contingency actions. Site operations shall be conducted in accordance with the approved Odour & Insect Management Plan at all times.

Reason: In order to protect the amenity of nearby residents
7) Noise resulting from the operation of fixed plant and machinery in connection with the use hereby approved shall not exceed the existing background level inclusive of any penalty for tonal, impulsive or other distinctive acoustic characteristics when measured or calculated according to the provisions of BS4142:2014.

Reason: To protect the amenity of nearby residents from noise arising from the operation of fixed plant and machinery in connection with the use hereby granted.
8) Details of any external lighting to be installed on the site, including the design of the lighting unit, any supporting structure and the extent of the area to be illuminated, shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Only the details thereby approved shall be implemented.

Reason: To protect the amenity of neighbouring occupiers from adverse impact as a result of obtrusive or spillover light or glare from external lighting at the site.
9) Within three months of the development hereby approved commencing full details of soft landscape works, including an implementation and management plan, shall have been submitted to and approved in writing by the local planning authority.

Details of soft landscape works shall include [retention of any existing trees and hedges; finished levels/contours; planting plans; written specifications (including cultivation and other operations associated with plant and grass establishment); schedules of plants, noting species, plant sizes and proposed numbers/densities where appropriate]. All works shall be carried out in accordance with the approved details and the implementation plan and thereafter maintained in accordance with the approved management plan.

Reason: To secure a landscape scheme that will complement the development in the interests of visual amenity.
10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers IP/LFP/01, IP/LFP/03, IP/LFP/04 & IP/LFP/05.

Reason: To identify the approved plan/s and to avoid doubt.
