Conditions or Reasons for Planning Application - CB/19/00598/FULL
Conditions or Reasons:
1) The proposal is considered to amount to inappropriate development in the Green Belt which is harmful by definition. The proposal fails to preserve the openness of the Green Belt and would conflict with the purposes of including land within the Green Belt. The site currently makes a significant contribution to the openness of the Green Belt on the edge of Eaton Bray and the proposal, given the nature of the change to residential development would significantly reduce the sites openness and would result in significant urbanisation of the site. As such, the proposal is considered to result in significant undue harm to the openness of the Green Belt which would not be outweighed by very special circumstances and would result in undue detrimental harm to the rural character and appearance of the area. The proposal is therefore in conflict with Sections 12 and 13 of the National Planning Policy Framework 2019.
2) Development in rural areas should be located, designed and landscaped in such a way that it minimises the impact on the countryside and, in particular, that it is sited within existing settlements. The proposal is outside the natural limits of the village of Eaton Bray and would be an encroachment into the open countryside, detrimental to its appearance and rural character, contrary to the South Bedfordhsire Local Plan Review and section 12 of the National Planning Policy Framework 2019.
3) The proposal conflicts with the presumption against development in flood plains or in areas of flood risk where, in the opinion of the Local Planning Authority in consultation with the Environment Agency or Internal Drainage Board, the proposed development would be at risk from flooding or would result in an increased risk of flooding elsewhere. Without a full Flood Risk Assessment of the site, to permit this proposal would be in conflict with the South Bedfordshire Local Plan Review and the National Planning Policy Framework 2019.
4) The development, if permitted, would lead to the intensification of use of the junction of Dyers Lane and Totternhoe Road which provides inadequate driver / driver intervisibility and will lead to a condition of danger for all road users, contrary to Section 9 of the NPPF.
5) The proposed development fails to provide a turning area which is suitable for a goods vehicle and as a result would lead to service/delivery vehicles having to manoeuvre from or to Tottenhoe Road in reverse gear leading to additional hazards for highway users, contrary to Section 9 of the NPPF.
6) The development, if permitted, would lead to the intensification of use of a public highway which due to its construction would lead to early deterioration of the highway therefore causing a danger to all users of that highway, contrary to Section 9 of the NPPF.
