Conditions or Reasons for Planning Application - CB/19/00613/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 02/02/002/02, 02/91/002/01, 02/91/0003 , 02/91/004, 02/91/005, 02/91/007, 02/91/008, 02/03/010, 02/05/010, 02/05/011, 02/05/012, 02/05/013
Reason: To identify the approved plan/s and to avoid doubt.
3) No development or demolition shall take place until a written scheme of archaeological investigation, that adopts a staged approach and includes the provision for post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved archaeological scheme.'

Reason: This condition is pre-commencement as a failure to secure appropriate archaeological investigation in advance of development would be contrary to paragraph 141 of the National Planning Policy Framework (NPPF) that requires developers to record and advance of understanding of the significance of any heritage assets to be lost (wholly or in part) as a consequence of the development.
4) No development shall take place, including any works of demolition, until aConstruction Traffic Management Plan, associated with the development of
the site, has been submitted and approved in writing by the Local PlanningAuthority which will include information on:
(A) The parking of vehicles and access and egress from the site
(B) Loading and unloading of plant and materials used in the development
(C) Storage of plant and materials used in the development
(D) The erection and maintenance of security hoarding / scaffolding affecting the
highway if required.
(A) Measures on site to control the deposition of dirt / mud on the public highway
(A) Footway or road closures needed during the development period
(B) Traffic management needed during the development period.
(A) Times, routes and means of access and egress for construction
traffic/materials and delivery vehicles (including the import of materials and
the removal of waste from the site) during the development of the site.
The approved Construction Management Plan associated with the development of the site shall be adhered to throughout the development process.

In the interests of safety, protecting the amenity of local land uses, neighbouringresidents and highway safety
