Conditions or Reasons for Planning Application - CB/19/00734/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1, 2A, 3.

Reason: To identify the approved plan/s and to avoid doubt.
4) The development shall not be brought into use until the junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details along with a parking space measuring 2.5m x 4.8m provided on site and clear of the public highway.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises and for the avoidance of doubt
5) The development shall not be brought into use until the parking area has been surfaced in accordance with the approved drawing no. 2A and shall thereafter remain surfaced as such unless otherwise agreed in writing by the local planning authority.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits.
6) Before the access is first brought into use a triangular vision splay shall be provided on each side of the new access and shall measure 1.8m along the fence, wall, hedge or other means of definition of the front boundary of the site, and 1.8m measured into the site at right angles to the same line along the side of the new access drive. The vision splays so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level and retained thereafter for the duration of the access.

Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it.
