Conditions or Reasons for Planning Application - CB/19/00939/FULL
Conditions or Reasons:
1) The proposed development is sited in an isolated location, lying outside the settlements of Upper and Lower Shelton, and Wooton Green. Due to the separation between the site and the villages with limited services and no pedestrian link between the application site and existing settlements, it is considered that the site is in an unsustainable location with reliance on private vehicles. The proposed development is therefore contrary to policies CS1 and DM4 of the Core Strategy and Development Management Policies (2009) and the principles of sustainable development as outlined in the National Planning Policy Framework (2019).
2) The siting, scale, form and design of the proposed dwelling will result in a significant and harmful impact on the rural character and appearance of the site and surroundings compared with the applicant's fall-back position under permitted development rights. The proposed development would appear visually intrusive and would result in harm to the character and appearance of the rural setting and is in conflict therefore with policies CS14, CS16, DM3, DM4 and DM14 of the Core Strategy and the National Planning Policy Framework (2019).
3) Insufficient information has been submitted to assess whether the proposed development will result in significant impact on any protected species of bats. The Council are therefore unable to carry out their statutory duties and the proposal is contrary to section 15 of the National Planning Policy Framework (2019).
