Conditions or Reasons for Planning Application - CB/19/01240/OUT
Conditions or Reasons:
1) The proposed development is sited outside settlement envelopes within the open countryside in an isolated location. Due to the separation between the site and existing settlements, public transport and services/ facilities, as well as the absence of a safe and convenient pedestrian link between the two, it is considered that the site is located in an unsustainable location, which will result in over-reliance on private vehicle. No additional circumstances have been provided to justify an isolated dwelling in this location. The development is therefore contrary to Policies CS1 and DM4 of the Core Strategy and Development Management Policies (2009) and the National Planning Policy Framework, as well as SP7 of the Emerging Central Bedfordshire Local Plan.
2) The proposal is considered to amount to inappropriate development in the Green Belt which is harmful by definition. The proposal fails to preserve the openness of the Green Belt and would conflict with the purposes of including land within the Green Belt. The site currently makes a significant contribution to the openness of the Green Belt and the proposal, given the nature of the change to residential development would reduce the sites openness and would result in significant urbanisation of the site to include domestic paraphernalia, light pollution and increased vehicular trips. As such, the proposal is considered to result in significant undue harm to the openness of the Green Belt which would not be outweighed by very special circumstances and would result in undue detrimental harm to the rural character and appearance of the area. The proposal is therefore in conflict with Sections 12 and 13 of the National Planning Policy Framework 2019.
3) The proposed development, if permitted, would result in the use of a substandard access which makes no provision for adequate driver/driver intervisibility both horizontally and vertically and will lead to conditions of danger and inconvenience to users of the highway and the property. This would be contrary to Section 9 of the NPPF.
