Conditions or Reasons for Planning Application - CB/19/01654/OUT
Conditions or Reasons:
1) Application for the approval of the reserved matters shall be made to the Local Planning Authority within three years from the date of this permission. The development shall begin not later than two years from the final approval of the reserved matters or, if approved on different dates, the final approval of the last such matter to be approved.

Reason: To comply with Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Details of appearance, landscaping, layout, and scale (hereinafter called "the reserved matters") of the development hereby approved shall be submitted to and approved in writing by the local planning authority before any development begins and the development shall be carried out as approved.

Reason: To comply with Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004
3) Development shall not begin until details of the widening and resurfacing of the junction of the vehicular access with the highway have been approved by the Local Planning Authority and no building shall be occupied until the junction has been resurfaced/constructed in accordance with the approved details.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.

4) The access shall have a minimum width of 4.8m, for a minimum distance of 8m measured into the site from the nearside channel line of the main carriageway.

Reason: In the interest of road safety and for the avoidance of doubt.

5) The vehicular driveway access shall be constructed and surfaced in a stable and durable material in accordance with details to be approved in writing by the Local Planning Authority for a minimum distance of 5m into the site, measured from the highway boundary, before the premises are occupied.  Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of the highway

6) This permission relates only to the access details and Site Location Plan shown on the submitted plan, number MORR/21904/DRAW1. All other details are subject to Reserved Matters approval as required by Condition 2.

Reason: To identify the approved plan and to avoid doubt.
