Conditions or Reasons for Planning Application - CB/19/02013/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials as detailed in the application drawing "proposed plans and elevations".

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) No development shall commence until a detailed surface water drainage drawing, to manage surface water runoff from the site has been submitted to and approved in writing by the Local Planning Authority. The final detailed design shall be based on DEFRAs Non-statutory technical standards for sustainable drainage systems (March 2018) and shall be implemented and maintained as approved. Maintenance will ensure the system functions as designed for the lifetime of the development. Any variation to the connections and controls indicated on the approved drawing which may be necessary at the time of construction would require the resubmission of those details to the Local Planning Authority for approval.
The applicant should address the following points 1, 2, 3, 4, and 5 when submitting details to discharge the condition:

Any watercourses within or adjacent to the site should be included in the maintenance and management plan, even if there is no discharge to them. This would be a riparian ownership issue but leaving it as such is no longer acceptable.

We will require full drainage drawings showing all connections, control features, storage, inverts etc. and how it communicates with the development wide scheme.
Agreement for the sewerage undertaker is required to discharge into a public system. The agreement and rate (l/s) must be included in relevant correspondence.
This development is in a flood zone, flood resilient interior finish and flood resistant exterior should be used. Finished floor levels should be 150mm above modelled flood levels.
5. Automatic flood control air bricks should be used for suspended floors, the instructions should be removed from the internals and read.
Reason: To ensure the approved system will function to a satisfactory minimum standard of operation and maintenance and prevent the increased risk of flooding both on and off site, in accordance with para 163 and 165 of the NPPF and its supporting technical guidance. A pre commencement condition is resaonable and necessary due to the surface water flood risk as shown on SFRA and EA mapping.
4) The flank window in the south facing elevation shall be a minimum of 1.7m above the floor of the rooms in which it is installed. No further windows or other openings other than those shown shall be formed in the south elevation.

Reason: To safeguard the privacy of occupiers of the adjoining property.

5) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, location plan June 2019, 002 revised received 30 July 2019.

Reason: To identify the approved plan/s and to avoid doubt.
