Conditions or Reasons for Planning Application - CB/19/02578/OUT
Conditions or Reasons:
1) The proposed development is sited outside settlement envelopes within the open countryside. Due to the separation between the site and existing settlements, public transport and services/ facilities, as well as the absence of a safe and convenient pedestrian link between the two, it is considered that the site is located in an unsustainable location, which will result in over-reliance on private vehicle. The development is therefore contrary to Policies CS1 and DM4 of the Core Strategy and Development Management Policies (2009) and the National Planning Policy Framework (2019).
2) The scale and likely layout of the proposed development would conflict with the established character of the area and would cause harm to the appearance of the site and the street scene, contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies and the Central Bedfordshire Adopted Design Guide (2014), and Section 12 of the National Planning Policy Framework (2019).
3) There is insufficient information to demonstrate any potential ecological impacts or net gain for biodiversity; as such the proposal is contrary to Section 15 of the National Planning Policy Framework (2019).
