Conditions or Reasons for Planning Application - CB/19/02639/FULL
Conditions or Reasons:
1) The proposal would involve the total demolition and loss of a Non-Designated Heritage Asset which contributes positively to the character and significance of the Biggleswade Conservation Area. The loss of the building would, as a result, cause harm to the setting of the Conservation Area and the proposed replacement building is of a form, design and plot size which is harmful to the character and significance of the Conservation Area and provides an inadequate level of outside amenity space for future residents. The development would result in substantial harm to the non-designated heritage asset and less than substantial harm to the designated heritage asset. There are no public benefits to outweigh the degree of harm. The proposal would therefore fail to satisfy the provisions of Sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and as supported by the aims of Sections 12 and 16 of the National Planning Policy Framework and policies DM3, DM13 and CS15 of the Central Bedfordshire Core Strategy and Development Management Policy Document 2009 and the Central Bedfordshire Design Guide.
2) The proposed development would result in the intensification of use of a substandard access which makes no provision for adequate driver intervisibility and will lead to conditions of danger and inconvenience to users of the highway and the property, contrary to DM3 of the Core Strategy and development Management Policies (2009) and Section 9 of the NPPF.
