Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than the specified purposes listed in paragraphs 145 and 146 of the National Planning Policy Framework. The proposed development is not included within these specified purposes and thus constitutes inappropriate development within the Green Belt. The proposed building, by reason of its bulk, mass and location would also have a significant detrimental impact on the openness of the Green Belt. No very special circumstances have been established in this case and thus the proposal is in conflict with Section 13 of the National Planning Policy Framework and policy SP4 of the emerging Local Plan 2015-2035 and the Central Bedfordshire Design Guide.
2) The proposed development would, because of its scale, bulk, mass and siting, appear dominant and obtrusive and as a result it would be out of character with the application site and its surroundings and thus would be harmful to the visual amenities of the AONB and Area of Special Character. The proposal is therefore contrary to the principles of good design as set out within Sections 12 & 15 of the National Planning Policy Framework, Policies BE8, BE6, NE3 of the South Bedfordshire Local Plan Review, policies HQ1 & EE5 of the submission of the Local Plan 2015-2035 and the Central Bedfordshire Design Guide.
