Conditions or Reasons for Planning Application - CB/19/02776/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) (pre-commencement)

No work of building demolition shall take place until the applicant or developer has implemented and submitted to the Local Planning Authority, for written approval, a completed scheme of basic internal and external photographic building recording which has been undertaken to a level of detail agreed in advance and in writing by the Local Planning Authority, and to accord with the English Heritage (Historic England) recommendations for photographic survey set out in paragraphs 5.5, 4.4.8 and 4.5.2 of the publication Understanding Historic Buildings: a guide to good recording practice (Historic England 2016).

Reason: This condition is pre-commencement as a failure to secure an appropriate photographic record in advance of demolition of any structure identified by the Local Planning Authority to be a heritage asset would be contrary to paragraph 199 of the National Planning Policy Framework (NPPF) that requires developers to record and advance understanding of the significance of any heritage assets to be lost (wholly or in part) as a consequence of the approved works.
3) (pre-commencement)

Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby
approved, an illustrated schedule giving product details of all proposed external materials, including details of proposed timber weatherboard cladding, rainwater goods, plinth brick, roof tile and ridge piece shall be submitted to, and approved in writing by, the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the existing dwellinghouse and conservation area in which the house and its site is located (Section 16, NPPF)
4) (pre-commencement)

Notwithstanding the details submitted with the application, and prior to the application of final external decorative finishes in respect of the development hereby approved, a full external finishes Schedule, including colours expressed as RAL nos. or demonstrated by colour swatches, shall be submitted to and approved in writing by the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the existing dwellinghouse and conservation area in which the house and its site is located (Section 16, NPPF)
5) (pre-commencement)

Notwithstanding the details submitted with the application, and prior to installation on site, product details of the proposed new windows, external doors, flat roof door canopy and new site entrance gates shall be submitted to and approved in writing by the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the existing dwellinghouse and conservation area in which the house and its site is located (Section 16, NPPF)
6) (pre-commencement)

Notwithstanding the details submitted with the application and prior to the undertaking of front site access alteration hereby approved, written details of the making good, as appropriate, of the brick boundary wall sections to be retained, clearly demonstrating that the traditional character of the wall is to be maintained in every detail in the retained wall sections, shall be submitted to and approved in writing by the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the existing dwellinghouse and conservation area in which the house and its site is located (Section 16, NPPF)
7) (pre-commencement)

Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved, drawn section details at a scale between 1:10 and 1:20 as appropriate clearly demonstrating the following shall be submitted to and approved in writing by the Local Planning Authority: and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

- the relationship of timber weatherboard cladding, wall insulation and wall framing, as appropriate, to any face brick and plinth structure

Reason: To ensure that the development hereby approved is detailed appropriately with due regard to the traditional character of the existing dwellinghouse and conservation area in which the house and its site is located (Section 16, NPPF)
8) (non pre-commencement)

Notwithstanding the details submitted with the application, the rainwater goods to be installed as part of the development hereby approved shall be of 'Heritage Range' black painted cast aluminium unless otherwise agreed in writing, and in advance of installation, by the Local Planning Authority.

Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the existing dwellinghouse and conservation area in which the house and its site is located (Section 16, NPPF)
9) (non pre-commencement)

Notwithstanding the details submitted with the application, the timber weatherboard cladding to be installed as part of the development hereby approved shall be of recognised traditional dimensions and profile unless agreed otherwise in writing, and in advance of installation, by the Local Planning Authority.

Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the existing dwellinghouse and conservation area in which the house and its site is located (Section 16, NPPF)
10) Development shall not begin until details of the widening of the vehicular access with the highway have been approved by the Local Planning Authority and no building shall be occupied until the widened junction has been constructed in accordance with the approved details.

Reason
In order to minimise danger, obstruction and inconvenience to users of the highway and the premises. (Policies BE8 & T10, SBLPR, Policies HQ1 & T3, submission of the Local Plan 2015-2035 and Section 12, NPPF)
11) Before the development is first occupied or brought into use, the parking scheme shown on plan no L3 REV E (dated 11.02.2020) shall be completed and thereafter retained for this purpose.

Reason
To ensure the provision of car parking clear of the highway.

12) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers L1 REV A, L2, L3 REV E (dated 11.02.2020), P1, P2, P3 REV B, P4 REV D, P5 REV A, 19246-MBS Sheet 1/2, 19246-MBS Sheet 2/2 and 19246-TOPO.

Reason: To identify the approved plans and to avoid doubt.
