1) The proposed development, by virtue of its scale, dominance and intrusiveness within the streetscene would cause harm to the character and appearance of the area which is contrary to Policy CS14 and DM3 of the Core Strategy and Development Management Policies (2009) and would be further contrary to Section 12 of the NPPF.
