Conditions or Reasons:
1) The enclosure of the proposed land and new brick wall would result in the loss of valued open space to the detriment of the character and appearance of the Houghton Regis Conservation Area. The development would cause less than substantial harm and any public benefits would not outweigh that harm that would be caused harm to the conservation area in accordance with Section 12 of the NPPF and Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990. The proposal would not be considered to improve or enhance the existing open space and would instead erode and devalue its function within the street scene, contrary to Policies HQ1 and HQ10 & HE3 of the Central Bedfordshire Local Plan (2021) and Section 12 & 16 of the NPPF.
