1) The proposed development by virtue of its siting and location, would not constitute infill development and would be out of character with the surrounding pattern of development, and as such would be harmful to the character and appearance of the area, contrary to Policies DM3 and DM4 of the Core Strategy and Development Management Policies (2009) and Section 12 of the NPPF.
