Conditions or Reasons for Planning Application - CB/19/03333/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The materials to be used for all external windows, doors, walls, roofs and rainwater goods shall be finished as detailed in the application and shall match the main dwelling.

Reason: To ensure that the development/work is in keeping with the existing building and surrounding Conservation Area. (Section 12 and 16 NPPF).
3) The first floor window in the east facing elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window which can be opened are more than 1.7m above the floor of the room in which the window is installed. No further windows or other openings shall be formed in this east facing elevation at first floor level.

Reason: To safeguard the privacy of occupiers of adjoining properties. (Section 12, NPPF).
4) In the absence of any detailed information submitted with the planning application relating to demolition and construction, no development shall take place until a construction method statement has been submitted to and approved in writing by the Local Planning authority. The approved statement shall include:

Parking of vehicles for site operatives and visitors
Loading and unloading of plant and materials
Storage of plant and materials used in constructing the development
Details of the responsible person who can be contacted in the event of complaint

Reason: A pre commencement condition is required to ensure access to neighbouring properties is maintained and the safe operation of the local road network during the construction period.
5) Prior to development, details of access facilitation pruning of the adjacent off-site Scots Pine, needed to accommodate the two-storey side extension, shall be submitted to the Local Planning Authority for approval, outlining the minimum degree of crown lifting works required to facilitate required construction and access. The approved tree work specification shall then be carried out prior to the commencement of construction, and shall be undertaken by a qualified arborist, who can carry out working practices that conform to BS 3998 : 2010 "Tree Work - Recommendations".

Reason: A pre commencement condition is required to ensure that only the minimum required tree works are undertaken in order to allow the two-storey side extension to be constructed, and that such tree work is carried out to a high standard of workmanship in the interests of maintaining good health and amenity value of the specimen. (DM14 CSDMP)
6) Prior to commencement of development, details of special foundations to be used for the construction of the side extension, such as pile and beam, shall be submitted to the Local Planning Authority for approval. The special foundation shall be designed by a suitably qualified structural engineer, and shall serve to protect the rooting medium and root system of an adjacent Scots Pine tree. The design shall also be accompanied by an Arboricultural Method Statement, to clearly demonstrate all tree protection requirements needed during the foundation construction process. The approved foundation design and Arboricultural Method Statement shall then fully implemented in strict accordance with the build specification and recommended sequence of operations.

Reason: A pre commencement condition is required to safeguard the root system of an adjacent off-site Scots Pine tree from excavation works, by avoiding the need for deeper strip foundation excavations within the likely Root Protection Area for this tree, this safeguarding its health, stability and amenity value. (DM14 CSDMP)
7) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1915/P/02C, ZMG687-005, ZMG687-003

Reason: To identify the approved plan/s and to avoid doubt.
