Conditions or Reasons for Planning Application - CB/19/03454/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby approved shall be constructed in the materials shown on plan number 19-982-P-01 Rev D unless otherwise agreed in writing by the Local Planning Authority.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

3) Before development begins, including any ground clearance or excavation, substantial protective fencing, in the location and details shown in plan number 19-982-P-01 Rev D, shall be erected and the fencing shall be retained at full height and extent until the development is substantially completed. No materials shall be stored or deposited and no mixing of materials shall take place within the area so protected.

REASON: To protect the protected trees
(Policy BE8, S.B.L.P and NPPF).
4) The first floor windows in the side elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows is installed.

Reason: To safeguard the privacy of occupiers of adjoining properties

5) The dwelling hereby approved shall be built in accordance with the levels details and cross sections shown on plan numbers 19-982-P-01 Rev D and 19-982-P-03 Rev B.

Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings and public areas.

6) Notwithstanding the provisions of Part 1, Class A of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no extensions to the building(s) hereby permitted shall be carried out without the grant of further specific planning permission from the Local Planning Authority.

Reason: To protect the residential amenity and protected trees.

7) Notwithstanding the provisions of Part 1 Class E of Schedule 2 to the Town and Country (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no buildings or other structures shall be erected or constructed within the curtilage of the property without the grant of further specific planning permission from the Local Planning Authority.

Reason: To protect the protected trees in the rear garden.

8) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the garage accommodation on the site shall not be used for any purpose, other than as garage accommodation, unless permission has been granted by the Local Planning Authority on an application made for that purpose.

REASON: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users.
9) Prior to occupation of the dwelling hereby approved a landscaping scheme to include all hard and soft landscaping and boundary treatment as well as a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping and boundary treatment.

10) The development hereby permitted shall not be occupied until a scheme for the parking of cycles on the site has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is first occupied and thereafter retained for this purpose.

Reason: To ensure the provision of cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.

11) The 'larger vehicle turning circle' located in the front of the approved car ports on Plot 3 and shown on Drawing No. 19-982-P-01 Rev D shall be used for vehicle turning only and shall be kept free of parked vehicles or any other obstruction.

REASON: To ensure satisfactory turning space within the site.
(Policies H2 & T10, S.B.L.P.R. and the NPPF).
12) Prior to the construction of vehicular parking areas associated with the approved dwellinghouse, a scheme for the charging of electric vehicles shall be submitted to and approved in writing by the Local Planning Authority. Subsequently, the development shall be completed in accordance with these approved details.

Reason: To assist with the transition to low-emission vehicles in line with paragraph 110 of the National Planning Policy Framework (2019)
13) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
14) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 19-982-P-01 Rev D, 19-982-P-03 Rev B and 19-982-P-02 Rev A.

Reason: To identify the approved plan/s and to avoid doubt.
