Conditions or Reasons for Planning Application - CB/19/03766/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The extension hereby permitted shall not be brought into use until details of the proposed widening of the vehicular access with the highway have been submitted to and approved in writing by the Local Planning Authority and the junction has been constructed in accordance with the approved details.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.

3) Before the development hereby permitted is brought into use the parking layout shown on drawing no. DD/19/159.1B dated 28.01.2020 shall be implemented in full. The new parking area shall be surfaced in a stable and durable material (not loose aggregate) and arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system. The proposed parking space shall have a minimum width of 2.6m, length of 5m and shall be located clear of the public highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits and to ensure the provision of car parking clear of the public highway and for the avoidance of doubt.

4) Before the widened access is first brought into use a triangular vision splay shall be provided on the eastern side of the access and shall measure 1.8m along the boundary fence of the site and 1.8m measured into the site at right angles to the same line along the side of the new access drive. The vision splays so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.

Reason: To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic which is likely to use it.

5) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the garage accommodation on the site shall not be used for any purpose, other than as garage accommodation pertaining to the residential use, unless permission has been granted by the Local Planning Authority on an application made for that purpose.

Reason: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users.

6) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

7) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, number DD19/159.1B dated 28/01/2020.

Reason: To identify the approved plans and to avoid doubt.
