Conditions or Reasons:
The proposed development by virtue of its design, siting and scale will result in a harmful impact on the living conditions of the prospective neighbouring properties in terms of overbearing impact, loss of outlook, loss of light and privacy and will create a harmful sense of enclosure to those prospective neighbouring properties. As such the proposal is contrary to Policies DM3 and CS14 of the Core Strategy and Development Management Policies (2009), section 12 of the National Planning Policy Framework 2019 and the design guidance outlined within the Central Bedfordshire Design Guide (2014).
The proposal by virtue of its siting, scale, form and design would result in a cramped form of development out of keeping with and harmful to the grain of the surrounding built and prospective environment and the character and appearance of the area. The proposal does not therefore represent a high quality layout and design and is therefore contrary to policies DM3 and CS14 of the Core Strategy and Development Management Policies (2009), section 12 of the National Planning Policy Framework 2019 and the design guidance outlined within the Central Bedfordshire Design Guide (2014).
